Kansas lawmakers override veto, enact transgender bathroom law

The Kansas Legislature has voted to override a veto from Governor Laura Kelly, putting into effect a transgender bathroom law.

The law goes into effect July 1st, and it bans transgender people from using a bathroom that matches their gender identity.   The law applies to schools, locker rooms, rape crisis shelters and women’s shelters.   Governor Kelly has raised concerns that it could ban transgender women from other places as well.

The law legally defines male and female based on a person’s reproductive anatomy at birth.   It does not create a new crime, and it doesn’t include any penalties or fines for violations of the law, so it’s not clear how the law would be enforced.
